Planning Permission for Fence behind Hedge

Hi there,

I'm new here and struggling a bit with whether we require planning permission or not.

Essentially we have a "front garden" (which really is at the side of our house), which is completely pointless and unusable and nothing more than a wasteland for weeds and rotten crab apples. So we want to incorporate that into our back garden so we can actually use it.

We have a small "workshop" (terribly built leaking brick building) that can be removed and we'd like to put a hedge (indicated green on the image) from the front edge of the house, to the footpath, along the edge to the corner of the boundary where it would meet a fence (indicated blue on the image) to bring it back to the wall by the sub station. The plan would then be to continue the fence around the inside of the hedge where it met the house again.

I guess my questions are:
- Is this doable under permitted development?
- are there any highway sight of line issues (I've seen this cropping up occasionally on research)
- what is the right way to get this done in a sensible timeframe

We live on a residential street in an estate and a corner plot (obviously).

Max height under pd for means of enclosure fronting highway is 1 metre, no limit for planting, unless there are specific planning conditions.
 
Be careful, if the side/front garden is not currently fenced off it may be because it is classed as "public amenity land". If it is then technically you may need a planning application for change of use. This is quite common on new build estates so you get lots of areas of grass and open space that are owned and maintained by the homeowners. It depends on your attitude to risk, lots of people would just whack up the fence and hope no one complains. The worst that will happen is you get told to take the fence down.
Also check if there are any restrictive covenants on the house deeds.
