Adding a dormer is Class B - alterations to roof. I take class AA to mean adding a storey by building up walls.

The link I was looking at says these specific rights don't apply for my house, so I wouldn't be able to use this to sway planners.

Yes, but it was implied earlier in the thread that the OP could add two storey's under PD and that that knowledge could be used to bolster an application for raising the ridge, when actually the OP does not have those PD rights.
