Pop up waste issue

I have a bath with a pop up waste. When I rotate the knob by the overflow, but not to it's maximum, is it normal for the pop up to fall down due to water level in bath, or does it mean it needs fixing?

Also, are there any design codes for these pop up waste mechanisms that specify maximum head pressure that they can withstand? Cheers

LIft the plug out and see if has an adjustable centre screw . Head of water won't be a problem.
