Preparing bone-dry bonding for skim

Had to patch a few low areas on a wall with bonding coat, which has now dried out completely (noob mistake) and sucks all the moisture out of the multifinish coat.
What's the best way to prepare this for skimming: neat PVA or diluted, if so at what ratio?

Not enough information - can you post pics? Why was patching needed?
 
Waterproof PVA following guide on sealing. First couple of coats will need to dry so you get maximum seal.
SBR Will also do it.
Gardz 2 coats will also work.

Which is best? PVA probably the cheapest.

I've used all 3 depending on what I had and if roller was already loaded and wrapped up in bag from previous use. Put enough of any of the above it will seal
