Appears to be a standard Elson/Harton setup.
You mention in a previous post the Tower zone valve is set to manual - I presume the motor inside has failed. If this is the case the valve will not be fully open and may have blocked. Try moving the lever backwards/forwards with the pump running to see if it dislodges any muck.
You could check to see air is not trapped by opening the bleed point on the short pipe upstand.
