That is not a programmer, it is a thermostat and programmer combined. Where the thermostat is not built into programmer that is not required.

Yes, but that's how this controller appears to be wired up, and so was the controller in the previously linked thread.
If there were a thermostat, it wouldn't really matter if it broke the C/H wire. It would be expected that the hot water was going to be on, regardless.
