The Negotiations were between the EU and the UK ,there was a provisional agreement between the two ,however it would only become legally binding when ratified by both parties ,as you know the UK parliament rejected the agreement rendering it null and void, the logical thing to do was then for both parties to start further negotiations until a mutually acceptable agreement was arrived at.The UK had a 2-year opportunity to negotiate with the EU. The start date (and hence the end-date) were chosen by the UK government.
sadly, due to chronic ineptitude and infighting among the Brexers, they were unable to agree what they wanted (and still haven't).
Negotiations ended when terms were agreed between the negotiators. The agreement was then sent for ratification by the two parties.
The 27 nations of the EU ratified it.
The UK was unable to decide what it wanted to do.

2years or 20years what does it matter, the Belfast agreement took a lot more than 2years.As you say, the UK had two years to negotiate an agreement with the EU27. Having done that, it changed its mind and now can't decide what it wants.
The EU has agreed terms. As the UK has not been able to come up with an agreed alternative proposal, EU has been given nothing to consider.

The EU for some strange reason has decided to go down the route of coercion by demanding the UK accept a deal which it has already rejected.
