just a foam disc pad at the bottom that comes out. I was trying to pull the white plastic sleeve out! Appears to be the rectangular valve as expected, plus a big blue nut thing.
'Big blue nut thing' is the tapping for a Meter. If one is required to be fitted then the nut is removed and the meter fitted in it's place. Turn T handle off to shut off the water, dont force it past it's natural stop.
Job done, tightening the top nut like suggested by Madrab did the trick.
One thing I did notice was when I turned the stop cock in the road off (quarter turn CW), the water from the kitchen tap didn't stop completely. Still a dribble.
Maybe the outside stop cock needed to be turned more tightly, the b&q key I bought was a loose fit on it so not ideal.
