The red and blue taps have to be open. Even for hot water, otherwise the thing may overheat.
REMOVE the filling loop(silver braided) like it's supposed to be (but rarely is) and leave the boiler OFF, COLD, and see if the pressure rises. If it does you have a problem.
The pressure WILL rise when the boiler comes on because the water expands. There's a pressure vessel which should be half full of air to take up the extra water but Pumas are at an age where the PV will need its air putting back in. When the air's all gone (so it's full of water ) the pressure rockets when the boiler comes on.
