Blue wires SHOULD be neutral, the idiot who originally wired the system up has made all the connections with choc boxes and short lengths of blue cable!! It's a right mess.

Ok so just spent an hour with a multi meter looking at the wiring, the out come is that im going to rip it all out and start again! Looking at the wiring diagram I see the grey wire should be connected to terminal number one on the programmer and the cylinder stat, there is no wire in terminal number one! so im thinking the CH has never worked without the HW since it was fitted (badly) also all the wires are connected using 'blue' tails just to confuse the situation! Thinking it will be a job for Sunday when I have more time. Thanks again for all your help guys.
