Puzzle: When is a noisy mains supply pipe not a leak?

We havent got an upstairs; but this is the only difference. Every other detail is identical;even to it going away for half a day.
I do date this to a new extension next door but what can I do about it?
They have put in an upstairs bathroom and the new plastic plumbing must
be the reason they can't hear anything if its heard in the pavement
stopcock. Anyway I thought plastic leaked in about the 70's.
I'm not a plumber but I am wondering if the water now being directed up to their first floor by some means could be a factor, or does it find its own level without any sort of pumping ?
Can anybody tell me how to establish the price of getting a new connection..if there's supposed to be a subsidy? Water companies are too vague. There should be a set price, not different charges tailored for different people.

Water has always gone upstairs! How else would it get into loft tanks?

There is no hard and fast rule for the price of replacing incoming water supply pipes - get quotes from local firms.

If it is a lead pipe then see if your Water Co runs a scheme for lead replacement. Some will do all the work for you at a subsidised rate. Some will get you to do the work on your own property and they will do the work on the public highway free or at a subsidised rate. Other Co's may just charge you full whack for doing the connection work and leave you high and dry with no assistance.
