The 868-870 band is heavily congested and inter-actions between different systems with no common protocol can and do create problems.
The OFCOM requirements are that no transmitter should transmit for more than 1% of the time. This should allow several systems to share one channel.
It doesn't alway work as there is ( as far as I know ) no definition of the 100% time. One transmitter could use the channel for an hour provided it then was silent for the next 99 hours. Other systems would be unable to operate during that hour. Not ideal when one of those systems is an alarm system.
A system with 100 transmitters could keep the channel permanently occupied if the transmitters took their 1% of time one after another.
