It's a popular practice by motorised knobheads.

Very rare for one to get caught, though.

There are people who accidentally drop a brick into such puddles, close to the kerb. Any driver who swerves to the side of a puddle so deep that the brick is submerged may get a surprise. This would however be unkind to cyclists.

I got splashed by someone driving through a puddle. They were so close to the kerb the rubber was scuffing on the kerbstones. I got utterly drenched. Had to go home and get changed.

Reported her to the police, they went round and "had a word" and told her they would get back to her the next day after speaking to me. I told the police she was either close to the kerb to splash me deliberately or else she was distracted, either way an offence.

She was most upset the next day... She called me pathetic and petty to even think of raising this with the police, apparently she had no idea it was a traffic offence and told the police she worried so much overnight that she did not sleep. He was not impressed!
