Quick Part P

All home electrics come under part P- some need a full EIC and some needs only a MWC.

The Part P the OP seems to be referencing is the areas cover by LABC notification.

Irrespective of work (unless mcte / service) all new in home work should have a cert and some works like CU replacement, new circuits, wet areas and outside work (to name a few) require LABC notification via either your scheme provider (NICIEC etc..) or direct with a fee paid.

Rules are rules, but I suspect several 100,000's of people don't give a hoot or are simply ignorant of such rules.

Since 95% of properties being sold and all rented ones tend to have surveys suggesting that the electrics are checked over via a PIR. Non conformity issues such as failure to notify or failure to cert the work will potentially come back and bite the home owner who doesn't operate inside the rules.

It's hard to sell a car without a service history, and someone saying that they have 'added' value to a property by doing up a kitchen, bathroom or whole house will be expected to provide certificates to confirm such work is done correctly.

I bet the vast majority of PIRs done for house sales/rentals have the previous records not availible box ticked.
 
Part P was designed and lobbied for by NICEIC and the ECA as a way to boost their membership numbers and thus get more money.

As long as people keep registering and renewing then NICEIC/ECA/NAPIT/BSI/UTCAA will be perfectly happy with the way it works because the registration fees are the only bit of it they care about.
