Twit, less-lethal isn't in reference to tear gas, it's in reference to rubber bullets and so on that can and do kill people, but not as much as bullets.

Rubber and plastic bullets are a lot more dangerous than tear gas.

Not a great example as both can be true depending on your definition of valuable.
