Radiator in hallway (no trv) not as hot

Generally, but not always, the TRV is on the flow and the lockshield is on the return.
Yes and the flow is on the right for this rad. You said to try adjusting both sides but I don't think messing with the lock shield is a good idea here

I think what you have, is lockshield valves, at both ends. One will be used for simple on/off, the other will be used for fine setting, of balancing the flow. Either one, works as well as the other, but the one used for balance, will be capped, the on/off will be fitted with a knob.
 
Hmm both had domed plastic pull caps fitted to them. God knows which is for balance.. I would presume the outlet but..

The one used for balancing, will be the one which is almost closed. Likely it will only be open 1/4 to 1/2 a turn. Mark both, so you can return them back to the same setting, then see which only needs a fraction of a turn to close it. Close is clockwise, looking from above..

well the right valve (inlet) wont budge, so that's a good start. The left one does move but I'm worried about turning it haha

You cannot make omelettes without breaking eggs.

Don't use pliers, try a small adjustable spanner, start by easing it back and forth, to free it..

If it won't move at all, it may well be fully opened tight against the stop, and has been left like that for years, so has seized.

It is good practice, when opening valves, to back them off half a turn to prevent that happening.

If any of your valves have manual knobs, try one of them on the seized spindle. It will probably fit the square. Adjustables, and especially pliers, are bad to use on spindles because they will round them off and damage the fit.
