radiator not getting hot enough

Hi had a new boiler fitted and flushed system out about 12 months
Ive always had a problem were kitchen radiator never get hot as rest of radiator in the house. All radiator have been change over the time iv been living in house pipe work is microbore copper.
Has anybody got any why radiator may getting hot

Turn all other radiators off except kitchen radiator.
Does it get hot? If so badly balanced system.
Balance it and it will work.

If it still doesn't sounds like a blockage in the pipe.
