Radiator not heating up.

I have one radiator in my hall that is not heating up, looking through posts here it could be blocked but also could be a balancing issue which I'll check first. However the valve that has a spigot on it, how do I close that and not redirect water out the tailpipe.

First check both valves are on,then turn rest of your rads off and put the heating on ,it may be air .
Ok, thing is, only the bedrrom rads that have TRVs, the rest are like the ones in the pic. I know I need to pop off the cap turn the spindle but just to make sure that by open/closing the valve wont redirect wate out the tailpipes?

1. The valve on the right of your radiator is what is known as a wheel head valve. You should be able to turn it open and closed without removing the while plastic cap.
2. The valve on the left is a lock-shield valve:
2.1 You would have to remove the white plastic cap to turn the spindle with a spanner / grips to open or close it.
2.2 If you do open or close it, start by closing it fully (turn clockwise looking down) and count the number of 1/8 turns needed to close it. It can then be reopened the same number of 1/8 turns to maintain the balance of your central heating system.
2.3 Opening it will not let water out of the drain off cock. You will probably see a square bolt head inside the drain spigot, which is what you undo to drain the system.
