Yes they do and trust me you are charged regardless of what you think and regardless of trade, if you are told what the problem is then you have to pay for it when it comes to a boiler, if a floor board is bust you know the fault! If the paint is peeling off your walls you know the fault, and if water is pouring through the ceiling you know the fault, if the lights don't turn on then you know the fault, but if you boiler isn't working you know there is a fault but you wouldn't have a clue what it is till you get told hence the fee.
