RCD Min Isolator?

Just been reading the OSG, can someone pleae tell me why I the RCS IS Unsuitable as the main Isolator/ Disconector.

Is it due to it just monitoring the earth fault loop impedance, and protecting against Direct Contact.

i.e. if you wanted to test the installation and Rcd will only isolate the Phase?
