Re-Plastering old flaking wall Pillars

I have a couple of old pillars at the front of the drive that have been painted a few times but are now flaking and a bit of a mess. I want to clean them up by getting them plastered and put new caps on. But, I am trying to settle on the easiest and best way to do this?

Option 1: scrape off old paint, prime and then re-plaster?
Or
Option 2: screw on some cement boards over the old pillars and then plaster these?

Any advise from seasoned plasterers please??

Get what you can off then either peel stop or coverstain depending on which you think is best.

If you want to skim, screw mesh on then render might do it
