The neighbour consultation scheme is being made permanent, so a council is hardly likely to take enforcement action on any extension approved now but not completed before 30th May.
But getting a survey done would be subject to agreeing to a sale? How much will this cost? Not sure if the vendor will allow it to be carried out prior...
Generally, any buyer should have a building survey done. The only difference would be the level of investigation - which depends on the property and its value and other factors.
A buyer should never rely on a seller's survey as the surveyor is working for whoever instructs him and has no duty to anyone else.
So you instruct a surveyor as normal, but in addition to the normal survey that you may want (Homebuyer, full, partial, damp etc) you tell the surveyor what else you want him to specifically look at and investigate and comment on. In this case, you say you want to know the viability of building an 8m extension on the back nand dtailed comment on this. Then the surveyor should check the viability of this, and what restrictions or permissions will be required - including drain ownership.
It would be an extra service for an extra fee, but as long as you tell the surveyor exactly what you want he will do it.
No buyer's surveys are conditional on a sale or offer. They are a normal thing to be done before any buyer decides whether to make an offer or not
