The handle which is at the front of the pic has the two 'dead man' handles with cables attached......that is the higher of the two when they are fixed together. That's the one you can grip when mowing.
Usually the lower handle is bolted to the machine, and the quick release (plastic handles) are used to bolt the two pieces of handle together are half way up - so these locking handles can be released quickly and the handle folded in two.
Either way, you are a couple of bolts short, unless they are stashed somewhere.

I have the bolts for screwing on the loose handle but I can't move it up any higher as the hole the part you pull for turning on the lawnmower is stuck to it tight and I don't want to risk breaking it. I may bring it back to the store and ask if they can help then and there.
The 'front' lever on the upper part of the handle - pull that lever to the handle as that will release the engine 'brake'. Allow the starter cord to pull away from the mower.
Fix the lower part of the handle first with the upper part of the handle laid to the front of the mower.
