They would have been detained for suspicion of certain activities, such as attempting to travel, associating with, communicating with, etc.It's a little ridiculous to try and compare the number of incarcerated jihadists to the rest of the prison population. 130 is still 130, and that's an unexpected amount of jihadists that have been quetly jailed, without much reporting of them. It would seem that there are alot of islamist being either indoctrinated, coerced, or just radicalised whilst in the prison system, hence why they've set up the seperate jail, to stop the problem getting worse. I'd like to know why they haven't done this earlier, but I suspect political correctness had something to do with it.

If you let them travel, then they have a valid passport to return as a highly trained jihadist. If you take their passport away from them, then they can get a new foreign passport, but unless it's an EU one, then they don't have right of entry. If you take away their passport, you tranfer the problem to another country, or leave them in limbo. So you obviously beleive they should be locked up then.
