That's really a variant of the same quibble! If you don't like "partially surrounded", one can substitute a more wordy alternative, such as "with some insulation adjacent to it in some directions, with or without an air gap between"!
However, as I keep saying, we agreed about the 'bottom line', whatever language is used.
This must be a fairly common scenario given the acoustic requirements of the regs, it's funny that it's not explicitly accounted for. Just as long as I can get away with 2.5mm T&E on a 32A ring I'm happy!
