Removal of pd rights, anyone know what I can do?

The decking is less than 300mm from the highest ground level. The highest point it goes up at the back where the slope is is 500mm. The lowest is 150mm.

I am wanting to put a shed on top of the decking. Shed would be less than 2.5m tall.

I have looked today and it says our Permitted development rights have been removed. I called the council and they told me to look at the link that was under where it said they had been removed so I did. It's the planning permission for the original estate plan. It says

'' Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 as amended (or any Order revoking or re-enacting that Order with or without modification) no development included within Classes A, D and E of Part 1 and Class A of Part 2 of Schedule 2 to that Order shall be carried out without the prior written consent of the Local Planning Authority''

Does that mean that as long as it meets conditions from class E and doesn't go into anything from class E part 1 I will be ok?

I just want a shed and decking to level out my garden

If it really is just a shed, it's probably going to be under £1K, so that's your risk. I would just get a shed and put it there (unless you have horrible neighbours who will dob you in). It's not worth putting the planning permission in for just a shed.

If it's a more substantial garden room, then put the planning in. It'll cost £3-400 but that isn't difficult.
 
We had to get PP for our shed …….
Not saying it doesn't need PP. I'm saying for a £1K risk it's possibly worth a punt not to bother. Unless someone makes an issue highly unlikely to initiate enforcement procedures. Planners have better things to do. Worst case you seek retrospective or take it down.

Thanks for your replies. Do you know what the likely hood of the pp being refused would be? The height of the decking from the highest ground level adjacent is 150mm. But the lowest it's 500mm, that's how uneven our garden was. Then a shed that is around 12ft by 10ft and 2.28m high.
