Removing waterproof paint from plaster

I have seen avery similar post, but the twist is that I'm dealing with waterproof paint. A plasterer has advised me that a wallpaper steamer or soapy water will not help me.

So, I removed peel and stick wallpaper, which took off some large patches of the paint underneath. The wall had not been misted before paint was applied. I've been able to peel off more paint but some is stuck hard and a scraper is not helping at this point. I'm down to picking off tiny pieces with my finger nails and getting nowhere fast.

Is there any other way to get waterproof paint off plaster? Thanks!

Because I need to repaint the wall and at the moment it is covered in patches of paint.
