Regarding upgrading to the latest regulations:

The landlord will not want this or pay for it, since it will cost them money and provide no benefit to them or anyone else.

Someone doing PIRs too cheaply will say that everything must be upgraded, since they will make a sizeable profit from this additional work.

The trick is not to use the same electrician who does the PIR for the remedial work.

Make it clear to the inspector that the remedials would be done by others. That way he/she won't make work for himself.
