More likely the latter, as there's a neutral at the switch.Not seeing the wiring he has done i assume he has taken a feed etc for the fan from the existing light pull socket on the ceiling or from the light unit itself
But not impossible to turn it on if you want the fan on.Also if you have a shower at lunchtime you wouldn't require the light to be on,hence separate switches.

But that would also mean the fan coming on whenever the light is on, which is unnecessary. And what the OP has explicitly said he doesn't want.OP said he had to have two switches so that the fan can be turned on in the daytime.
It is possible to have one switch and turn on the light in the daytime.

So the cable to the fan switch comes either directly from the light, or a junction box somewhere on the lighting circuit.As requested here is the light pull wires.
