Cant find the tapstat bit in the domestic heating compliance guide.

I got it out of the aspect magazine that you can get through CORGI.
(bg engineers mag) issue222 page 16.

It details all the 2006 updates to part L

So it does.

So from that we can conclude that for a replacement gravity fed hot water cylinder, a tap stat is the minimum requirement.
