agree - totally irrelevant for domestic work. Neighbour doesn't understand what he is asking for. A few basic RAMS is probably worthwhile because it focuses everyone's minds on things that might go wrong particularly with a jobsworth neighbour, (having said that I have never done for my domestic work), otherwise there is no requirement to actually issue anything other than a description of work for party wall agreement.
