What would be the point of fuses there?
What would they be protecting?
It might be required to comply with BS6396 which requires fusing of the lead at 7A, and calls for it to be at the socket end rather than the plug end (which makes sense, as the plug end could be for example an elec-trak connector plugged into the underfloor busbars and not accessible without making desks and popping the panel out of the floor)
