Section 171 highways

Is it possible to check if the contractor I'm using has applied for and been granted a section 171 for a dropped kerb?

I thought seeking permission from Highways was a homeowner sanctioned affair? Or at least notified?

As far as I can tell it's the contractor that's digging the road up has to apply as they need to prove liability insurance and maintain it for 2 yrs

Always, when applying for Highways permission.

I'm thinking perhaps you are right in this instance, as the work is on highways and not private. I would ask to see the permit.
