Put it another way. If this was a software company, nobody would pay any attention to a "licensing" deal which resulted in royalties being charged by a Danish entity with no assets, to a UK entity that had sold something of value.
 
The goal is to fleece the nation and enrich private investors.

In John Major's version there was a transfer of risk with the asset. Hence it wasn't very popular. Gordon Brown fixed that.
