Why does a brown CU need replacing, it could well be a modern one with RCD and MCB's in it- colour doesn't matter.
 
brown generally means very old wylex standard

the newer wylex standard boards are white

they still make stuff in brown- but not in domestic wylex(that ive seen)

and weather they are white or brown or blodey pink- rewireable fuse boxs should be replaced, there is no good reason not to.
by the time you buy all the plug ins, then fit an rcd upstream of the board- which gives you no real discression- have fun splitting one of em
even if that dont matter you soon end up with a rats nest

How can they possibly know how much non-registered work is done that is perfectly OK?
