That is not necessarily crossing the boundary. It depends on the boundaries as shown on the land register and when the fence was installed and garage built.

I think its highly unlikely you would get a 2 story jobbie upto the boundary, given the local planning guidance

if you want to try then put in planning for what you want, but bear in mind that will be probably 10 weeks, then if its rejected you will need to reapply so thats another 10 weeks
 
Well at least now you can consider your options with a clearer understanding of what the planners will be looking for, if the narrow garage is a deal breaker for you then I guess that's that but there might be scope in trying your luck but that guidance is pretty clear, they have every right to refuse an application that doesn't meet the guidance but it depends if you feel lucky or sometimes what side of bed the planner rolled out and to a certain extent the competence of your agent, perhaps you can negotiate a 600mm gap if that might work, in anycase assuming you went down the route of employing someone a decent designer should make you aware of the the guidance before you appoint them. If they don't then you should question their integrity.

I think that would be my only option.

Apply for ground floor extension to the boundary and extending it to be inline with the rear of the house.

And if approved, apply for a 2nd story extension
 
the garage isnt wide enough to fit a car in "comfortably".

The neighbours might know who they pay their rent to. Or try 192.com or land registry to find owner/electoral roll details and work from there
the ones with the slanted roof (
such a bizarre detail; it looks like part of a regular semi house was destroyed and that was a temporary lash up to keep the rain out, except it was made using permanent materials
 
I have a through garage - so I can keep my caravan and trailer in the back garden.
