I was on the understanding that as long as you are "qualified" to sign certificates then you can do domestic work as long as you work in conjunction with the local BCO

Can anyone clarify?

That isn't the NICEIC website, it looks like one that someone has knocked up and isn't 100% correct.
To say, "Only contact us at the above if you require an Electrician in and around South Wales." doesn't really smell of a national firm!!
Strange, the website has the same phone number as this firm too (which it also recommends under electricians): http://www.dragonelectrical.co.uk/

You are quite correct in what you say, any notifiable work can be done by notifying your local area building control and paying their fee prior to starting work letting them oversee compliance with the building regs.

Not difficult to work out though - a quick whois lookup on the domain names of both sites gives them as running through the same C/O address, company & name

truly the web is full of charlatans and scumbags.... But we knew that already ;)
