Skim whole ceiling, or use a stop?

I've got a ceiling that will, temporarily and at a later date, have a staircase going through it..... This will give us access to the upper floor of house when we remove existing staircase to replace.... I want to skim the ceiling in question so lighting can be finished, letting us use the room...
I've put the ceiling joists and floor above such that it could all be skimmed, and then cut out later... OR, do I fit a stop batten around the 'hatch' do it can be feathered in later?

Either I guess.
Whichever works best as no problem making good
 
Why not tape and fill in the mean time, then skim when the work is finished?
