Slight leak from boiler pipework

Hi, I've had a new ideal boiler installed around a month ago. We noticed a slight leak last week but couldn't tell where it was coming from. Bloke came out on Monday had a look while I was at work. He rang me said he couldn't find the leak and will stay another hour and see. Didn't hear anything after that and noticed it's still leaking. But we have found where it's coming from. Could I just tighten this myself or shall I get him back out again?

I'd get him back out to sort it, that looks like a right mess!
Why has the joint been covered in silicone seal? If the compression fitting was fitted correctly there is no need for any sealant.
 
If it was just a compression fitting I would have said tighten it up, but it looks smeared in silicone or jointing compound of some description, so as above get him back to do it properly.

There's a rubber washer that fits in there to seal the filling loop, that pipe should only be under pressure whilst filling/topping up pressure,

It won't (shouldn't) leak at all if both filling valves are shut.

Pull that awful silicone off, and have a look to see if rubber washer has been fitted.
