Socket Positions

It is best to ask the inspector. Some of them will insist on the new heights despite them only applying to new-builds/renovations.

In Part M it mentions socket outlets being no closer than 350mm from room corners, but that is for buildings that are not dwellings.

However, Approved Document M also says they can't be any lower than 400mm, not 450mm.

Part M

Page 69 (70 on the PDF...) mentions 450mm.

If it`s existing and not new build you can put them at the "OLD" heights .
Until recent years the recommendation was generally 300mm (! foot) from finished floor to underside of socket but the 450mm or higher is usually more desireable from a practical viewpoint and I`ve being doing this for years.
If a socket is say about hand height for the person using it then it`s easier and therefore safer to use at that height.
However it might not always be so visually pleasing to some.
I think the new 1200mm max to topside (for light switches say) to be a little low but I do see the sense in it.
Previously the were generally 52" or sometimes 54" to switch centre as a comon practice and that can be too high for an older child or infirm people to reach.
So on an existing house that`s being rewired , if you want to stick to the 12" & 52" standards then OK, but consider the 450mm to 1200mm as a reaslistic choice as well.
