sound proofing- legal rights and prices

I am an upstairs council tenant, and very happy with where I live , however the problem I have is creaking floor boards and noise, but not noisy neighbours, neither of us are noisy just normal living, but all can be heard, even light switches. I go around my home on egg shells. Every day life is so difficult. I have approached the council but they have said they wont do anything because if they do my flat they have to do all the others.

The tenant from downstairs moved out because of it, I love where I am but I don't like that I cant relax in my home, and I am not noisy if anything I am the opposite, the slightest noise just carries.

Where do I go from here?

Do you know what the ceiling construction is? (plasterboard thickness) do you have downlighters? Is there any insulation between floors that you know of?

If soundproofing is that poor then the ceiling might not be up to current fire regulations, which might give you some clout with the council. Ultimately the ceiling will need to be replaced by someone who knows what they're doing. (not just general builder 'board and skim') or floor relaid, or both.

Just reread you post, am I right in thinking this is a house and you have the upstairs, so the noise from downstairs annoys you?
 
from the outside it looks like a normal semi detached house, but they are flats and yes I am in the upstairs. The noise from downstairs is annoying, however I'm sure I am just as annoying, neither of us are noisy neighbours just day to day living etc.
sorry I don't know my floor, (the downstairs ceiling) construction. floorboards and not sure about insulation, as far as I'm aware its just floor boards then their ceiling.

Who would I get to check the standard for fire regulations? and would the council not have to be regulated on that anyway?
