right. Fixed!
problem was indeed a faulty tank thermostat despite only being replaced about 6 months ago. Popped down to screwfix and got another L641a and wired it in, instant boiler fire up for CH and HW, im still confused as to how this prevented CH fire up tho?

I get paid to do what you are attempting to do here. Gave you plenty hints, which you failed to take. Even said you do not need actuator to give you hot water, but still the mental blockage was in place.
Good thing is you eventuially sorted it despite planty blunders going down blind alleys
