It should be repairable - if you can undo the mechanism from the body.

If you can turn water off, yes you can. Or renew the stopvalve head, some head will fit, some might be loose.

I have the nagging feel that it is iron pipe as you say 22mm copper pipe above old stopvalve. Could you take a pic further up, where you scrape pipe to check if is copper?

If you fit an additional valve don't use a gate valve. It may well work to start with but after time will not give you a 100% closure.

By 'stopvalve head' do you mean unscrew the large hex nut with the round flange?
Where would i get a new one, B&Q or Plumbcentre ?

Forget about the stopcock head idea, leave that, too risking.

Fit a lever stopvalve above old one. More easier.
