Struggling to remove artex, advice please

Hi,
I've got artex in all the rooms in our house and looking to remove it.
Some of the ceilings have previously been skimmed over and this is now cracking and becoming loose.
My plan was to remove the artex and over board with 9mm.
I've started using a wall paper stripper and it doesn't seem to penetrate deep enough to even loosen the paint I've been going for a few hours now and striped maybe an area of 1.5 meters square!
It ain't fun.
I'm wearing a dust suit and ffp3 mask and keeping things wet.
The upstairs ceilings are bowed in places and I was thinking maybe I should remove the entire plaster board.
Would this be better and safer than removing the artex only?
How long should I expect the steam to penetrate several layers of old paint and the artex through to the original plaster?

Is it old artex? Old artex contained asbestos. If it is fine, and ceiling bowed, i would take it all down and re plasterboard.
 
Sorry just to add another question.
I didn't get the artex tested for asbestos as I felt the chances were the test would come back positive and even if it was negative it would be best for health reasons to take the same precautions.
Although I'm now thinking a negative test would mean I could be more heavy handed and not worry so much about excessive dust.
Would you guys both testing for asbestos are these online companies trust worthy and reliable or just tell you it's got asbestos and take your money?

I didn't see your reply when I posted my additional question.
Not sure of the age of the Artex, the house has a lot of work done in the 00's apparently (poor quality though) but really couldn't say for sure.
Removing the plasterboard and replacing is definitely an option.
Would it be safer, dust wise?
