I have a friend that has the sockets in their kitchen as surface sockets and trunking above the counter.

They'd like the sockets flush with the wall and wires behind the tiles.

We are in Scotland, so sockets can be changed without approval. Do you need external approval if the circuit and wiring is not changing, simple being put into a channel under the tiling?

I am a competent electrical engineer, and do industrial type wiring and design, and aware of the relevant domestic wiring regs- though not certified. Not a novice when it comes to wiring.

What parts can be done as diy, and what would need inspected?

Is the circuit supplied via an RCD?- if not then one would have to be fitted supplying that circuit if you modify the wiring (which you are doing by changing the installation method).
And no, RCD sockets wouldn't do, they wouldn't protect the buried hidden cables.
After that, as long as the cables are buried in safe zones you should be ok.

EDIT AFAIK your job is not notifiable.
