I took delivery of some free issued kit yesterday to install on behalf of DNO for christmas lights... Yeah it's a strange situation...

Not a brass gland but a hose clamp.

And to think; I was criticised a little while ago for suggesting CET products which use a hose clamp.

Used hundreds of these on street lighting on an onshore gas terminal
 
Standard issue for those, as it would be next to impossible to tighten a brass gland when that's installed in a lighting column.
 
This certainly won't be the first time I've handled accessories with this sort of design, I've taken temporary supplies from many pillars and streetlamps over the years, just never thought to take pictures.
I've used loads of the CET product too.

Interestingly you mention enclosure size, this arrangement is very commonly used in street furniture where space, or more correctly access, may be limited.
