knock down that stumpy little wall and bolt a post to the wall of the house. Assuming you get a wooden post it will last better if it does not touch the ground.
As it does not touch the ground it will not be prone to rot, and will not be set in concrete. You could space it off the ground enough for your gravel board to fit underneath.
