Tap valve cover won't come off

Hi,

I have a leaking bathroom tap. They were here when we moved in but the bathroom is not too old maybe 3 years.

I've removed the handle but canst remove the valve covers. There are no screws, and have tried pulling but nothing. I've tried hot water. There seems no way to remove it to access the valve.

Any ideas?

They turn anti-clockwise to come off.
