As a means of teaching about (only) the requirements of BS7671, it's obviously far from ideal, since it says things which, in a number of cases, imply that the requirements of BS761 are more demanding than they actually are. On the other hand, it's difficult to knock something which is 'teaching' things that are 'even safer' than the minimum requirements imposed by BS7671.
It's also written in a way which is closer to a 'teaching publication' than is BS7671, which is just a list of regulations with, in the vast majority of cases, no 'explanations.
