The OP doesn't state the model, but from the instructions he's posted, and the terminal numbering it looks to be this one. [there isn't a T4360F shown]
In which case all of the terminals are 'live' terminals:
1 is Live supply
3 is NO
4 is NC
Honeywell thermostats usually use 2 as the neutral, and the space is left blank
But even if there was an anticipator and it wasn't connected, it wouldn't make the boiler stay on.
